G*STARS Selected by Detroit to Assist with City's Turnaround
HUDSON, Wis. - Aug. 6, 2013 - Detroit’s workforce agency has seen extraordinary performance improvements in the past year since its restructuring from a struggling state agency to an independent non-profit entity, Detroit Employment Solutions Corporation (DESC). As part of their strategic plan, DESC revamped their service delivery infrastructure and management of their performance metrics associated with their funding streams. To help the organization achieve its goals, Detroit selected G*STARS last year to assist with the city’s turnaround by providing a more efficient means of tracking individuals at every point of service, reporting performance results, and analyzing the impact Detroit’s improved service delivery has had on the community.
In lieu of Detroit’s old process of manual data entry, the workforce agency now uses G*STARS Self-Service Customer Tracking, a web-based system that automates data entry for workforce and training services provided across the city. Self-service kiosks let DESC quickly and easily track participant demographics, services delivered, traffic patterns, and costs associated with those services. As a result of automating the data entry process, management can focus their attention on analyzing the data to know what combinations of services produce the most effective results for Detroit citizens. Case managers are also in a better position to help their customers attain credentials and find jobs. The switch has been extremely effective, with job placement numbers double what they were in the last program year.
DESC has also significantly improved their track record of meeting federal performance targets. In the past, Detroit’s job placements and other performance metrics were so poor that in February 2012 the state of Michigan threatened to cut off federal funds to the city.
Today, Detroit meets all 17 key federal performance targets and exceeds 13 of them.*
